Pardon the intrusion, but I just got finished with this:

==================================================================
Baofeng UV-5R / GMRS clone-mode programmer (unofficial)
Version 1.0 by Robert Wolfe (WSNK792, Grand Island, NY) ==================================================================

It's a menu-driven win32 console utility I wrote since I was never
able to figure out how to get CHIRP or Baofeng's programmer to
display in English instead of Chinese. Written and built using
PowerBASIC 10.03 for Windows.
