Can I change the default character table? I see that by default it is in UTF-8 and I want to change it to iso8859-15 if possible. The web and the news server do not let me put accents or the ± caracter (I can't write Espa±a)

You should be able to view/enter every character of iso8859-15 in UTF-8.
But if you do want to change the default charset (for the web-site), you definitely have options.

I think I have expressed myself wrong.
When I write from synchronet through their web server or nntp, i can put the tildes and others.
But here, in Spain, the iso8859-1 (Latin-1) or
iso8859-15 character table that has the character of the euro is used.
When
I write from synchronet the other nodes in Spain do not see my accents correctly.
So I would like to put the BBS, at least the web and the nntp
server, in those character tables.
But if you do want to change the default charset (for the web-site), you definitely have options.
Could you tell me what the options are?

I use thunderbird to read via nntp, and i have that issue because the
nntp server send the headers:
Content-Type: text/plain; charset=IBM437
Thunderbird does not support this encoding, then i see the '?'
characters in the mail read pane.
Also, i set the sbbs.ini MAil->DefaultCharset=IMB850 without results
And here's me replying with an NNTP Reader (Microsoft Mail 2012) configured for UTF-8 encoding, Euro symbol: ?

Look at your web/* files if using the legacy/Runemaster web-UI or webv4/* if using echicken's web interface. Search for "charset", edit to suit your taste. Meanwhile, experiment and I will too.
I have change the files telnet.inc, msgs/textmsg.inc and header.inc from templates/default. Where in the file put UTF-8 I have put iso8859-1, but it does not work.

I have a clean install of synchronet 3.18a. the web server and the files there are those that come with this installation.

Can't speak for on Vert... but I'm reading on NNTP, the bbs connects
through VERT over QWK, and the character set is either changed, or
otherwise not preserved...

No it doesn't. It does support external editors so if you use one that supports UTF-8 you can hit reply to view UTF-8 in that editor. But golded by itself doesn't support UTF-8.

Sounds like a problem with GoldEd...
even if you're using an external editor, if the formatting of the file
isn't preserved on save, it could still be borked... if you use VSCode,
you can on the fly change the encoding, but this will still get destroyed when you upload a reply, since that encoding likely won't be preserved
and will revert to CP437 or whatever the default encoding is.
Yep, that's still a problem. CP437 is great if you are in North
America. I can't even see CP437 with golded. Box drawing
characters don't look right.
