ircdcfg: configure embedded services and fix editor persistence

Add editors for local BBS services, the central services authority, FileServ access and DCC settings, clock policy, and WebIRC gateways. Validate numeric input, preserve values on cancellation, and mask operator and link passwords.

Fix Save and Quit, Save As destinations, default allow rules, ban reasons, new operator flags, class deletion, and server rule matching by name. Preserve hub assignments when renaming peers and include inbound-only rules in the server list.

Initialize defaults for missing configurations, recognize uppercase INI extensions, and preserve cleared Info text and explicit empty services trust lists across saves without changing blank-value defaults elsewhere.

Add 19 scripted configurator regressions. All 65 configurator, TLS, and services checks pass under native jsexec; the STDIO interface smoke check also passes.
