ircd: parse INI section and key names without case sensitivity

Normalize section dispatch and key lookup in the shared configuration reader and section handlers, including direct calls from tools. Preserve section arguments and configuration values such as passwords and paths.

Apply Enabled and Disabled consistently for every spelling. EmbeddedServices Enabled=false disables authority hosting while retaining the leaf authority host and policies; Disabled=true still skips the entire section. Recognize explicit services trust lists regardless of section capitalization.

Add regressions covering all supported sections and keys across lower, upper and mixed case in daemon and editor modes, policy flags, value preservation and save/reload behavior. Update the disabled-section test to use Disabled for whole-section suppression.

Validation: all 73 native jsexec checks pass, along with a converter round-trip check and git diff --check.
