Obama was going to dinner at some popular restaurant for celebrities, I believe he met his daughters there later.

Correct, I watched it. The bar mitzvah was in the upstairs of the
restaurant that the Obamas were dining at. The rapper being there was why there were security guards on site.

In the video, the hosts wondered why the Secret Service secured the area without noticing that there were armed people at a party at the restaurant.
The Secret Service only took an interest in them after the incident.
