readable world wide. IMO that's good. You easily can show others what
you have written.

Write access is restricted to some known systems, the average tilde node
is on that list.
You can use a newsreader at home to read, while writing from outside
needs some tricks and those tricks need an account on a system that has
write access.
So some aspects may contain "local" in their explanation, others like
read-only access are "global".
